Major Changes Ahead: Federal Government to End Paper Checks for Payments and Receipts

On March 25, 2025, the White House issued a new Executive Order that will significantly change how federal payments are made and received. As of September 30, 2025, the government will phase out paper checks for nearly all payments and receipts, including tax refunds, Social Security benefits, vendor payments, and more. Instead, all transactions will move to secure electronic methods such as direct deposit, prepaid cards, digital wallets, and other modern payment options.

What Does This Mean for Businesses and Individuals?

For Businesses
Consider a small business that regularly receives federal contract payments by check. After September 30, 2025, these payments will be made exclusively via electronic funds transfer (EFT) or direct deposit. This change means faster access to funds and less risk of checks being lost or stolen in the mail. However, businesses will need to ensure their banking information is up to date with the relevant agencies and be prepared to handle digital payments efficiently.

For Individuals:
Imagine a retiree who receives Social Security benefits by mailed check each month. Under the new order, these paper checks will be replaced by direct deposit or a prepaid debit card. This shift will help reduce mail theft and payment delays, but it also requires individuals to have access to a bank account or a suitable alternative. Those without access to electronic payment systems may qualify for exceptions, but will need to work with the appropriate agency to set up alternative arrangements.

Why Is This Happening?
The government’s move to digital payments aims to reduce costs, improve efficiency, and enhance security. In 2024 alone, maintaining the infrastructure for paper checks cost taxpayers over $657 million. With electronic payments, funds can be transferred more quickly and securely, and the risk of fraud, lost payments, and theft is greatly reduced.

What Should You Do?

  • Businesses: Review and update your payment information with government agencies now.
  • Individuals: Set up or verify your direct deposit details for federal payments, or learn about prepaid card options.
  • All Recipients: Watch for communication from government agencies about this transition. The Treasury will also launch a public awareness campaign to provide guidance and support.
